Rationale

Revise Sections 4, 11, Note 10, and Note 12 to reflect current state of the practice and make corrections to language and recommended values (sample rates, etc.) with the goal to make the standard applicable to a wider range of thicknesses than currently is practical using the current language and recommendations in the standard and also to improve the accuracy and reporting of accuracy of thickness measurements.
