Rationale

It was decided at the ASTM meetings in Philly (5/7/24), to redo the Rockwell B and C portion of the ILS (#1584) and provide revised instructions and additional verification test blocks. The goal is to attempt to achieve better data that meets the expected spread of hardness values defined in E18.
