Rationale

It is apparent that this standard reads like a Guide, as opposed to a Practice. It contains background and theoretical discussions, examples, general guidance and recommendations, and little specific instruction. The information contained in this standard is very useful, and its function will not suffer in properly labelling it as a Guide. Obviously, all instances of the word practice are being changed to guide. There are a few other edits appropriate to this change. Changes are shown as strike-throughs and insertions. The whole document is included for consideration and review relative to this change only. It is requested that any non-related issues of concern be submitted in the form of comments (non-negative) to be addressed at Task Group and in possible future ballot action. Appropriate editorial changes to references to C755 in other standards will need be made. Reference to C921 is deleted, as it has been withdrawn. The last sentence in section 4.1 is deleted, as it doesn’t need to be stated.
