Rationale

This Work Item is for the inclusion of a New Annex to E3023 with a quality control checklist to address a negative vote in the May 2020 ballot. This Work Item will also revisit items in a withdrawn negative vote from the October 2020 ballot. NEW: This will be done in paralle to E3023's 5-year review (WK97905).
