Rationale

The current standard is unclear as to the submersion duration required in section in 9.2.3 and the cycling requirements in section 9.2.6. The proposed changes clarify the requirements in both of these sections. Additionally the term EIFS will be revised to EIFS with Drainage for better consistency with industry terminology
