Rationale

I have been approached about using D4806 for applications other than blending with D4814. No changes to the characteristics are proposed here. I am looking to add a permissive statement in D4806. TTB Formulas: CDA-18, 19, 20 and SDA 28A I would like to modify the title to match D4814 and add a statement, similar a statement that appears in D4814, to allow other applications.
