Rationale

E604 is in need of either being reapproved or revised as the last revision was in 2018. There are already several recommendations for revision. Also this test method has never had a P&B ILS done to create a P&B statement. Therefore an ILS will be proposed to create a P&B statement, but that work is not expected to be done in 2023. This work item will focus on adding a paragraph for calculating the DT energy for a drop weight DT machine.
