Rationale

The current external joint test method specifies that the inlet and outlet holes are to be drilled through the bell section of the joint, in many cases it is easier and more convenient to drill the holes through the spigot, therefore this proposed change to Section 18 of ASTM C497 accommodates the holes to be drilled either through the bell or the spigot.
