Rationale

The original ballot item was made to clarify that use of the nuclear gauge needs to be in direct transmission during testing and try to eliminate the use of backscatter readings during the testing of RCC for density for RCC concrete greater than 100 mm [4-in.]. This will help to provide uniform testing when determining density measurements in the field.
