New Specification for Compliance for Design of Integral Propulsors of Electric Engines for General Aviation and Vertical Takeoff and Landing (VTOL) Aircraft
1. Scope
This specification creates performance-based airworthiness standards for propulsors that are either variable pitched or fixed pitched and can have a containment case.
This specification is for integral propulsors that are certified as part of electric engines. If a propulsor is not a component that is certified as part of an electric engine, it shall be type certificated under 14 CFR Part 35, CS-P, or equivalent.

Rationale
These PBSs apply to propulsors that are used in conventional takeoff and landing (CTOL), short takeoff and landing (STOL), vertical takeoff and landing (VTOL), and other configurations. These PBSs, however, do not apply to conventional rotorcraft configurations or propulsors with cyclic pitch controls.
