Rationale

This ballot is being issued as a result of the June meeting. There was some confusion about when curing time began as it relates to hydration time. We are balloting to add ASTM C125 as a reference document and to fine tune the definitions of cured, curing and hydration to ensure all laboratories prepare samples in the same way.
