Rationale

The Department of Energy (DOE) has completed a Final Rule pertaining to the Test Procedure for Commercial Refrigeration Equipment [www.regulations.gov/docket/EERE-2017-BT-TP-0008/document]. This adds new energy testing methods for refrigerated buffet tables and preparation tables, using "certain provisions of ASTM F2143-16" with significant modifications to address deficiencies in the current procedure. The ASTM F26 Committee needs to address changes to F2143 in the DOE Final Rule, as well as comments submitted in response to the rulemaking and feedback from organizations that have conducted testing to the ASTM Standard, and make appropriate revisions to ASTM F2143. This will provide an industry accepted Test Procedure, to avoid having DOE continue to use their own hybrid method in future rulemakings, that has not been vetted by industry and will cause confusion.
