Rationale

Task Group F18.15.14 met in Denver and reviewed all comments and negatives from the previous ballot to update Section 7.1 and will be balloting the following changes to that Section. These changes were agreed upon at the Task Group meeting and are designed to clarify the section based on recent OSHA letters of interpretation.
