Rationale

The proposed revision is to add a Precision and Bias statement to the standard that has been developed and provided by ASTM based on results from recently completed ASTM Interlab Study #1464. Development of a Precision and Bias Statement was conducted under WK 59108 which was authorized by the subcommittee in 2017.
