Rationale

Although a definition for "rate of creep" exists in E6, the terminology standard, E139 uses the phrase "creep rate." In addition, a definition for "creep rate" or "rate of creep" does not exist in Section 3, the terminology section. This work item will put the existing E6 definition of "rate of creep" back into E139, and change it to "creep rate."
