Rationale

Although reapproved in 2021, D3685 requires significant revision which was underway under WK77000. It was submitted to a renewal ballot to preserve it as an active standard with the following advisement. This item will expire at the end of 2021 without reapproval; therefore, it is requested that membership with concerns vote affirmative with comments. If comments are received, a work item will be created for revision to address these concerns. Membership with concerns are invited to join the revision effort. This work item and associated collaboration site is established to continue revision of D3685.
