Rationale

The Task Group has completed the implementation of all of the submissions from Tom Vetter of NIST addressing the use of SI units - with the exception of one. This Work Item will address this last are which is the revision of Annex A.2. This revision requires more than just language changes and so is more complicated than previous improvements and warrants its own Work Item.
