Rationale

Cell manufacturers were required to certify their cells to UL2054 and UL1642, this has now changed to UL62133 and UN38.3. We need to update accordingly. In addition, there have been some additional request from the FAA to support recovery efforts in the case of an event. An update has been prepared, work will be limited to review and minor changes.
