New Guide for Recommendations on the selection, specification and installation of safety barriers and bollards
1. Scope
This is an effort to help protect people and property against wayward vehicles in the every day environment. As distinguished from anti-terrorist barriers (F2656) this would be directed at planners, architects, property owners, risk managers and other professionals with responsibility for protecting public areas, commercial centers, buildings, and areas where vehicles might interface with pedestrians and storefronts in parking lots and other vehicle access areas. Also included would be recommendations regarding protection of the public when special events close streets, such as festivals and musical events and farmers markets, as well as bike paths, public trails, and other areas where recreation is intended to be protected from vehicular traffic.
Vehicles crash into commercial buildings more than 60 times per day in the United States. More accidents between vehicles and pedestrians occur in parking lots than any other private property locations. Knowledge of the use, availability, and installation of these life safety products is not as common as it should be, and as the F3016 standard becomes integrated with best practices and building codes, greater public information needs to be available for building departments, city planners, code entities, and specifiers in order to assure proper compliance.
