Rationale

Packaging requirements are currently not specified for fittings. Operators install fittings in challenging environments, and forms of protection will help maintain the cleanliness of certain fittings that cannot be faced or scraped as part of the fusion process. Several meetings were held with ASTM members to address negative votes and concerns, which have been addressed with the new language being balloted.
