Rationale

Several problems concerning coupled spaces have recently been addressed in E336 and resolved satisfactorily. Some of those problems also exist in the current version of E1007. This ballot is an effort to harmonize E1007 with E336 concerning coupled spaces. In addition, nothing in the Scope made people aware that measurements cannot be made in all cases, resulting specifications that assume that measurements can always be made.
