Rationale

Greetings, in response to our Spring ASTM F38 meeting and negative resolution agreement, I am submitting F3686-24 for re-balloting of two (2) related line-item changes only. The entire standard is not being re-balloted, only the two (2) agreed upon changes shown as “tracked changes” with yellow highlight on Page 9.
