Rationale

Due to changes in specifications E18, E10 and E110 in recent years, the designation of "HBW" for hardness now locks users into the use of stationary Brinell test machines. Allowance is needed for movable and portable hardness test equipment, which has always been apart of the hardness test methods utilized by forging supplies. This ballot seeks to add that clarification.
