Rationale

This work item is to revise the term "asphalt modifier." This term was balloted previously, and while the ballot passed, we received a comment that the definition could cause issues with agencies that differentiate between additives and modifiers. The definition of an asphalt modifier has been edited to specify that its purpose is to alter the grade of the binder. The discussion has been expanded to explain that additives and adjuvants do not alter the grade of the asphalt binder. Additional context for additives and adjuvants has been added to provide further clarification.
