Rationale

Based on the discussion at the October committee meeting it was suggested that we establish a work item and collaboration area to look at both updating C1046 and consider adopting language referencing the ISO standard concerned with heat flux and U-value calculation of building envelope components. This will set up a mechanism for sharing information and meet regularly to this end.
