New Practice for Standard Practice for Permanent Amusement Railway Ride On-Track Vehicles

1. Scope

1. Scope 1.1 This standard applies to design, manufacture, installation, operation, maintenance, and inspection of permanent amusement railway ride rolling stock that has a track gauge greater than or equal to 12 in. (305 mm) measured between the heads of the rails. This rolling stock specific standard provides requirements which are not covered in the core or supporting standards of the ASTM F24 committee. 1.2 This standard does not apply to vehicles or coaches of tracked rides, such as roller coasters, that may resemble railways, but may fall within the scope of Practice F2291-19e1 or Practice F1159-16 and does not apply to funiculars as defined in ANSI B77.2-2014 or BS EN 1907. 1.3 This standard does not apply to Amusement Railway Rides and their associated rolling stock that are manufactured and intended for use as a portable amusement ride or attraction. 1.4 This standard does not apply to permanently installed amusement railway rides and tourist railways, and their associated rolling stock that are under the jurisdiction of the United States Federal Railroad Administration (FRA) in whole or part, or national equivalent. 1.5 The values stated in inch-pound units are to be regarded as standard. The values given in parentheses are mathematical conversions to SI units that are provided for information only and are not considered standard. 1.6 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use.

To establish a standard practice to encompass permanent amusement railway vehicles which are not covered by existing ASTM or other standards. The standard will be used by permanent amusement railway designers, manufacturers, owners, operators, inspectors and authorities having jurisdiction to establish, guide and standardize the processes for design, manufacturing, operation, inspection and maintenance.
