Rationale

On a previous ballot, a commenter pointed out that while we define water resistive barrier (WRB), secondary in 3.1.14 ‘secondary’ does not appear in any location in the body of the standard. To rectify this situation this ballot proposes to add the word ‘secondary’ in 6.3.1.
