Rationale

The purpose of this ballot is to move definitions from Specification C618 to Terminology C125. The two definitions being moved are for coal ash and for bottom ash. These two definitions were recently approved for addition to Specification C618 on ballot C09 (22-06). The definitions are now also being balloted to be referenced in Test Methods C311 and the definitions will also be referenced in numerous other specifications moving forward. Therefore, given the multiple references for these definitions both pending and in the future, maintaining these definitions in Terminology C!25 is required.
