Revision of E2018-15 Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process
Rationale
Changes incorporated are primarily intended to capture suggestions previously discussed. At first glance, it will look as though there have been extensive revisions, but changes fall into a few categories.
• General cleanup: e.g., typos, bringing definitions consistent with ASTM guidance, sentence, and section structures, where needed.
• Suggested additions and clarification: An attempt has been made to implement many of the suggestions previously discussed.
o Guidance concerning long-term costs has been added to the appendix, but still recognizes that there is no single correct approach.
o Reference to additional standards and protocols beyond the scope of work the baseline assessment has been included at Section 11.
o Clarifications regarding the observation and reporting of third-party equipment and improvements is addressed
o No mandatory qualifications for the field assessor and reviewer have been established since mandatory provisions are inconsistent with a guide.
o ADA and FHA appendices have been revised as previously discussed
o Changes emphasize the baseline nature of the guide and the need for users to supplement guidance to satisfy their objectives.
