Rationale: This ballot is being submitted to add a “Note” designed to help better define as-rolled hot wrought steel bar surface quality expectations. This type note has been present in the Iron & Steel Society (AISI) Steel Bar Product Guidelines (now the Association for Iron & Steel Technology (AIST) Steel Products Manual) since 1996.
A29/A29M-20 Standard Specification for
General Requirements for Steel Bars, Carbon and Alloy, Hot-Wrought 1
8. Workmanship, Finish, and Appearance
8.1 The material shall be free of injurious defects and shall have a workmanlike finish.
NOTE 2: As-rolled hot wrought steel bars are considered a semi-finished product, in that these bars will invariably be subjected to additional processing. Process and practices are employed by steel bar producers to help minimize surface discontinuities that could be detrimental to the final product, however, surface discontinuities may still exist. The purchaser and steel bar manufacturer should determine the limits of these discontinuities based on the end product requirements.

Just as a matter of clarification for the addition of an ASTM “Note” in Section 8-per ASTM. Notes in the text shall not include mandatory requirements. Notes are intended to set explanatory material apart from the text itself, either for emphasis or for offering informative suggestions not properly part of the standard.
