Revision of D7234-21 Standard Test Method for Pull-Off Adhesion Strength of Coatings on Concrete Using Portable Pull-Off Adhesion Testers

Negative from Carl Reed in prior ballot, detailed below: (note, negative was withdrawn from last ballot under condition it be considered separately, so changes to be detailed and discussed here and if agreed, will go to ballot)
A change to the title of the standard should be made. It should read 9Pull-Off Strength of
Coatings on Concrete Using Portable Pull-Off Adhesion Testers9 because the mode of
failure can either be an adhesion failure at the coating/concrete interface or, more likely,
a cohesion failure of either the coating or the concrete, or a combination of these. This
will also bring the title in line with ASTM D4541. References to solely adhesion in the text
of the standard should also be changed to include a reference to cohesion as well.
