Revision of D1655-21c Standard Specification for Aviation Turbine Fuels

Rationale

During the ASTM D02.J01 Subcommittee meeting in June 2021, airlines members requested to reintroduce in D1655 the non-mandatory appendix X.3.: Forms for Reporting Inspection Data on Aviation Turbine Fuels, with necessary updates. The motion to create a task force to ballot the proposal was approved at the last D02.J01 meeting in Dec 2021.
Appendix X.3 had previously been in place in D1655 to assist with creating a standardized form for reporting results from different sources through a computerized system, mainly for reporting military fuels. In 2018 it was removed from D1655 Specification, as it was considered that enough experience had been gained with reporting military fuels inspection data. The recommendations in Appendix X.3 however had been useful to the commercial aviation fuel industry as well, the example of COA in the Appendix being the base of the forms many fuel suppliers, users and testing laboratories created for reporting inspection data.
The general forms for Certificate of Analysis or Certificate of Quality currently used in the industry are suited for reporting test results and specification limits. However, they generally don’t include visual confirmation of Passing/Failing results. The proposed Pass/Fail identification for each test result will ensure that any issues/failures will be spotted with ease in the field.
Keeping a precise ordering of inspection test data is believed beneficial for reporting purposes, and for consistency of reporting format used in the industry.
Reporting the quality system used by the laboratory performing the testing is proposed here as well, and is consistent with current D1655 section 10.2.3.
Also, definitions for COA and COQ are proposed here, since the terms have been indicated in Section 10. “Report”, with no clear explanation of the terms.
