Revision of F496-20 Standard Specification for In-Service Care of Insulating Gloves and Sleeves

Rationale

Industry and particularly large industrial plants need to be able to implement a 2 pair of gloves per worker program. One pair in use and the other pair tested and ready for use to be swapped out at the 6-month interval. A lot of plants will use two different colors for their program. (i.e., black for 6 months and yellow for 6 months.) NFPA 70E committee has taken a position in the 2015 edition that gloves are issued for service only once when they are new. They based this on an email opinion provided by a past chair of F18. This note is to clarify that gloves and sleeves can be issued more than once. Additionally, ASTM D120-21 states: 4.3 Work practices vary from user to user and are dependent upon many factors. These may include, but are not limited to, operating system voltages, construction design, work procedure techniques, weather conditions, and so forth. Therefore, except for the restriction set forth in this specification because of design limitations, the use and maintenance of this equipment is beyond the scope of this specification. There is no guidance on the issuing of rubber insulating gloves in ASTM D120-21. This information is only in ASTM F496-20 found in Section 7.1.
