The development of safety and performance standards (specifications, guides, test methods, classifications, practices, and terminology) for consumer products. The work of this Committee will be coordinated with other ASTM technical committees and other organizations having mutual interest. It is recognized that some of the above areas may overlap with existing activities and that the Committee will be charged with the avoidance of duplication.

This standard is needed because there is a new proliferation of technology available in the consumer marketplace that claims to prevent drowning without an established performance standard. If these products do not meet a baseline standard, there is a greater risk of drowning fatalities because individuals (parents) become complacent, believing the technology provides more protection than it does. Establishing a product standard is imperative as a matter of public safety.
The title and scope are in draft form and are under development within this ASTM Committee.
