New Specification for Weather Supplemental Data Service Provider (SDSP) Performance

1. Scope

Statement of objective: The objective is to define minimum performance-based standards for Weather Supplemental Data Service Provider (SDSP) data and services to UAS Service Suppliers/Providers (USS/USP) and Operators in a UAS Traffic Management (UTM) ecosystem. These services will provide present and forecast weather information and products to enable VLOS and BVLOS UAS operations. Weather services may also support other USS capabilities, such as geofencing and flight planning, as well as applications such as Urban Air Mobility (Advanced Aerial Mobility). Scope: Environment Weather conditions impacting low altitude airspace (surface to approximately 5000ft AGL) Flights over rural, suburban and urban settings Flights in any airspace class Weather sensors will be subject to a wide range of meteorological conditions (wind, rain, snow, extreme temperatures, etc). Ground-based sensors may need environmental qualification and/or siting requirements. Additionally, output data may require validation. Operations VLOS or BVLOS Support determination of VMC or IMC Operations from several minutes to hours in length Vehicles may be sensitive to minute changes in conditions Multiple classes of weather SDSP services to support: Measurement and forecast of attributes such as: winds (surface and aloft; vertical wind vector), visibility, ceilings, temperature, dewpoint, barometric pressure, and precipitation. Alerting of weather conditions that may adversely impact UAS operations Ownship UAS telemetry data may be used to derive encountered winds aloft Interoperable with WIXM data formats and standards Supports new/emerging concepts for UTM equivalent of PIREPs. Performance Performance requirements and verification methods are needed for, but not limited to, the following items: Applicability of sensed weather data to proximate regions Accuracy of sensed weather measurements Prediction metrics to characterize the quality of forecasts Update rate(s) and latency Reliability and availability (e.g. MTBF, MTBM) Health monitoring Data logging Performance requirements are not anticipated in the initial version of the standard for: Numerical Weather Prediction Accuracy Uncertainty information Interfaces Interface requirements will specify the output performance and optionally the data format (e.g. WIXM, JSON). There may be a minimum required data format established by the working group. Weather SDSP data could be sent to the USS, or directly to the UA operator entity. Architecture should support one to many (e.g. broadcast or pub/sub), but may also support one to one.
