Revision of D1655-19a Standard Specification for Aviation Turbine Fuels

A motion was approved during the June 2019 ASTM Subcommittee J01 meeting in Denver to ballot an update to the information regarding flash point in D1655. This followed a multi-method study (MMS) jointly run and financed through ASTM committee D02.08b and the UK Energy Institute SC B-4, to establish precision for ASTM D56 (TAG) and to compare the results obtained from test methods ASTM D93/ IP 34, ASTM D7094/IP 620, ASTM D7236/IP 534 and IP 170. The D56 inter-laboratory study from 1993 did not include aviation fuel, and there were concerns that the precision was unrealistic when testing aviation fuel, therefore one aim of the MMS was to establish precision for D56 on aviation fuels. The MMS was also tasked with evaluating the relationships between different test methods in aviation fuel specifications D1655 and Def Stan 91-091 with the aim of unifying the flash point specification requirements. ASTM D7094/IP 620 (Modified Continuously Closed Cup) is not currently an allowed test method in D1655. The results from the MMS showed an average difference of 1.5oC when compared to D56 (referee) and 1.5oC when compared to IP 170 (Def Stan 91-091 referee). D7094/IP 620 has the following features: small sample (2 mL), a closed cup, injected variable air volume, spark ignition, 2.5 oC/min ramp rate and automatic flash detection via a pressure sensor increase. At 40oC the repeatability is 4.1 oC and the reproducibility is 5.5oC. This ballot aims to add D7094/IP 620 as a flash point method in D1655 Table 1 based on the results of the MMS. Please note there are two other items within this Subcommittee J ballot to modify the current flash point footnote as well as to add another flash point test method to D1655 Table 1. The proposed footnote modifications are similar but may include information specific to the new flash point method (as is the case for this item).
