New Specification for Oxygenated Microemulsion Diesel Test Fuel Blends (5 % to 20 %)

1. Scope

This specification describes an oxygenated microemulsion diesel test fuel blend that is intended for testing and demonstration purposes such as compression-ignition engine and burner fuel applications. This test fuel is to be used only in specific vehicles and equipment that are suited for use with low flashpoint fuels and oxygenated fuels such as denatured fuel ethanol. This test fuel should consist of 5 % to 20 % by volume Oxygenated blendstock that has been blended into a middle distillate base fuel form a microemulsion of inverse micelles.

This ballot is needed to ensure consistency and quality for a product that is to be produced and used in the state of California as part of the Low Carbon Fuel Standard pursuant to California Assembly Bill AB 32. This test fuel is intended for use in specific fleets for controlled testing and demonstration purposes. There are currently no existing specifications that describe this test fuel. Development of a standard through a recognized consensus or standards writing organization is required by the California Department of Food and Agriculture BPC Chapter 14 Sections 13400-13630 and California Air Resources Board 13 CCR 2293. Values specified as tbd [to be determined] are pending testing, and will be specified as data is collected, but expected to be included in the specification. This is the first ballot item to obtain input from a wider group of stakeholders, and we specifically ask individuals to comment on the contents of the ballot. A previous ballot for the specification of the blendstock from which this test fuel will be blended also received multiple objections commenting that the specification for the test fuel should be developed first.
