Emulsified Asphalt Tests and Specifications

ASTM test methods and specifications for asphalt emulsions have not changed materially for 20 to 25 yr. During this time the volume of these materials used for road building in the United States has increased to such an extent that it is essential for these materials to have functional properties suited to the many varieties of construction in which they are used. Data are presented which show that current ASTM specifications, in which classification is based on empirical tests not related to construction, are inadequate. Tests are proposed of a functional or simulated service nature, and data from them are shown to provide a basis for realistic and meaningful specifications. Specific recommendations are made for suggested specification changes within the scope covered currently, and it is pointed out how the scope may be readily extended to cover materials of all ionic classes and MS types suitable for mixing with open- and dense-graded aggregates if the concept of specifications based on simulated service tests related to the type of construction in which the asphalt emulsion is to be used is adopted.
