There is a great need for quantitative criteria and systematic procedures to cope with flight-structures fatigue. Although fatigue is universally recognized as a serious problem, efforts to combat it are largely haphazard. Furthermore, the effectiveness of many of these efforts is severely limited because they deal only in qualitative terms. This paper defines the various phenomena in quantitative terms and outlines a system of procedures designed to insure uniformly adequate fatigue strengths and to maintain crack-free service structures.
