The Role of Research in the Standards Development Process

Roofing research activities in the United States are currently at a minimal level, although the roofing industry is a $7.5 billion industry employing over four million people. Since the products of research provide the technical basis for the standards develelopment process, it is not surprising that the roofing community has failed in the timely production of standards for the newer materials and in the modernization and updating of standards for the conventional materials. The available standards are mostly prescriptive in nature and are deficient in defining the performance to be expected of a material, composite, and system under actual service conditions. This paper reports on the experience of several European countries in conducting research and using the results as a means to produce assessment directives for evaluating and certifying the performance quality of roofing materials and systems. The directives are described as to their contents and use. In light of the European experiences, some research and standards needs of the United States are identified and a direction is presented for consideration.
