Overview of Technical and Social Systems in Organizational Change


What light does Behavioral Science and Organization Development shed on Total Quality Management (TQM) in Earth's global environment ? The social and technical systems of Europe have been joined together in the European Community 1992 (EC '92) coalition. As part of EC '92 the International Organization of Standardization (ISO) has provided the technical standardization system for inter-country approval and use. Other non-European countries have joined the ISO movement including the United States of America. Change has been a result of this movement. Most of it has been on technical, quality, and management systems. The next century will require and reveal changes in behavioral thinking and organizational structure. TQM is at the frontier of this change. A case-study of change resulting from TQM in government is presented in this paper.
