A withdrawn negative on a previous balloted criticized the language currently used in 5.1 that units must not have defects ‘that significantly impair the strength and permanence of construction.’ The concern is that it is not enforceable when using language such as ‘significantly’. The task group agreed and felt that current requirements for strength and other physical properties, coupled with allowable limits on defects in Section 9 on Compliance makes the language in Section 5.1 unnecessary.
This ballot item proposes to remove the second sentence in 5.1 that refers to ‘significantly impair’.
