ASTM E1984-03 Standard Guide for Brownfields Redevelopment, which has not been updated or revised since 2012. ASTM recently approved a request by Committee E50 on Environmental Assessment, Risk Management, and Corrective Action to create this new Task Group to update this standard to incorporate today’s industry best practices and considerations for environmental justice, climate adaptation, and lessons learned over the past decade. As stated in ASTM E1984-03, redevelopment of underutilized properties is a key objective of federal, state, tribal, and local environmental agencies in environmental policy. Since the creation of ASTM E1984-03, there have been significant changes and opportunities created by the federal, state, tribal, and local governments to incentivize and guide brownfield redevelopment. Most recently, in 2021, the United States Congress passed a historic $1.2 trillion Bipartisan Infrastructure Law, which offers $21 billion for the cleanup of legacy pollution through land revitalization with programs like the United States Environmental Protection Agency's (EPA) Brownfields grant programs. With unprecedented funding directed at brownfield redevelopment, environmental justice, climate action, and economic development, there is an urgent need for updated tools to guide stakeholders and build the capacity of communities in their ability to take advantage of these brownfield redevelopment opportunities. This guide is not intended to recommend or imply appropriate end-use scenarios for brownfield redevelopment. This guide focuses only on the process for redevelopment and key considerations to guide the sustainable, long-term success of brownfield redevelopment projects.
