This test method establishes a standardized approach for quantification of emission of Volatile Organic Compounds (VOC’s) from stationary sources using Solar Occultation Flux (SOF) - an optical remote sensing (ORS) method on a mobile platform. This method provides users of SOF technology with information on the performance and application details critical to use of this technology for many environmental measurement applications. Specifically, this method describes a standard procedure to conduct SOF measurements for the detection and quantification of emissions of VOCs from industrial facilities (i.e. refineries, chemical plants, oil extraction and/or storage facilities, etc.). It defines the performance requirements and capabilities, and quality assurance/quality control (QA/QC) requirements for emission measurements, and their uncertainties.

SOF measurements are becoming widely used by air monitoring organizations for regulatory and compliance purposes. These measurements are currently conducted by each entity using their own set of measurement performance and QA/QC requirements therefore complicating comparability and compatibility of measurement datasets. The absence of a standardized measurement approach, operation procedure and quality control make the use of this technology for regulatory purposes challenging. Standardization is therefore needed to maximize accuracy and minimize uncertainty of SOF measurements. This standard is intended to address these critical needs.
