Rationale

In June of 2019 the US EPA approved an alternative work practice for digging up and replacing buried asbestos cement piping. The EPA had seen some pipe owners allow pipe bursting as a means of replacing these pipes but the EPA didn't like that the fact that the burst asbestos fibers were left free in the soil creating a bio hazard.

The title and scope are in draft form and are under development within this ASTM Committee.
