New Guide for Climate-Related Community Risk Management Through Water Infrastructure

1. Scope

The purpose of this guide is to inform communities on how to ensure continuous, equitable and necessary function through climate risk mitigation planning, specifically as it relates to water infrastructure. The information shared is intended to provide perspective to decisions about the impacts of climate change on water infrastructure functionality, with emphasis on basic assumptions of design and serviceability. The scope of water infrastructure includes both natural and built systems, and will include both vertical and horizontal infrastructure. The guide will be comprised of a conceptual framework and examples to help users assess, mitigate and implement features of water infrastructure design, in order to return assets to proper functionality and to ensure continuity of operations.

Rationale

While standards exist for broad topics of risk mitigation, asset management, and water infrastructure, no current standard provides a perspective with regard to the potential impacts of climate change on their functionality and ability to be returned to service. The intended users will be the designers, decision makers and owners of these systems and the products that comprise them, with initial emphasis on municipal and community asset managers. The intent is for this standard to serve as a complement to the other decision guides currently used in traditional asset management and design for reliability, not to replace those standards.

The title and scope are in draft form and are under development within this ASTM Committee.
