Revision of C1227-20 Standard Specification for Precast Concrete Septic Tanks

Rationale

The purpose of this proposed revision to ASTM C1227 is to provide a secondary safety measure for wastewater tanks when the original tank cover is removed or compromised. There is a growing trend in North America requiring access covers to be brought to grade. Some access covers may be susceptible to cracking or deterioration and may eventually fail due to point loads. They may also be dislodged if not secured properly. ASTM C1227 requires lids to weigh at least 59 lbs or be securely locked. As these tanks are serviced, locking screws often get lost or worn, keys to locks get lost so locks are cut, and some maintenance providers may not be as diligent as necessary to make sure the cover is properly re-secured. Unlike manhole covers or tank hatches, septic tank covers can often be easily removed or dislodged. There are too many reported cases every year of pets, adults and children falling into wastewater tanks and sustaining serious or fatal injuries due to an access lid that has been left off, improperly secured or become structurally unsound. In an effort to reduce the risk of these hazards, we recommend that jurisdictions having authority require a secondary lid or device to prevent these unfortunate occurrences. Having this measure included in ASTM C1227 would contribute significantly to having this requirement added to local rules and regulations. Most importantly, it could contribute to saving lives.
