1.1 This practice covers the properties, application, and performance of a fluid-applied membrane forming moisture mitigation system to high moisture concrete substrates prior to the installation of resilient flooring. 1.2 This practice includes recommendations for the preparation of the concrete surface to receive a fluid-applied membrane-forming moisture mitigation system. 1.3 Users of this practice should review the technical data sheets and installation instructions of the fluid-applied membrane-forming moisture mitigation system manufacturer, the resilient flooring manufacturer, the underlayment manufacturer, the adhesive manufacturer, other components of the finish flooring system, the project specifications, or combinations thereof for compatibility of system components. 1.4 The following are not included in the scope of this practice: 1.4.1 Moisture mitigation systems that chemically react with any constituent of the concrete to form a gel or crystalline substance within the concrete. 1.4.2 Moisture mitigation systems that chemically react with any constituent of the concrete to form a gel or crystalline substance on the surface of the concrete. 1.4.3 Penetrating, water- or solvent-based compounds that do not form a continuous membrane on the concrete surface. 1.4.4 Loose-laid sheet moisture mitigation systems. 1.4.5 Peel-and-stick moisture mitigation systems. 1.5 Units - The values stated in SI units are to be regarded as the standard. No other units of measurement are included in this standard. 1.6 This standard does not purport to address all the safety concerns, if any, associated with its use. This is a re-ballot of WK69827 due to one or more persuasive negatives on the third ballot to F06.40. Dialogue was conducted via email with all those with negative votes with resolution being achieved with most all that voted negative. Rationale: ASTM F3010 (Standard Practice for Two-Component Resin Based Membrane-Forming Moisture Mitigation Systems for Use Under Resilient Floor Coverings) only permits two-component resin-based membrane-forming moisture mitigation products, and precludes any products that meet F3010s performance characteristics. The proposed standard seeks to address this inequity and to be more inclusive of other fluid-applied systems that meet F3010s performance requirements. This standard will be used by design teams, project teams, and flooring installers.
