New Practice for Fugitive Gaseous Emissions Destruction

1. Scope

1.1 This practice covers the destruction for gaseous fugitive emission by thermal oxidizer or catalyst in the 0 to 105506 kj (100,000 BTU/h) range with 99.9 % destruction. 1.2 Destruction of these gaseous emissions referred to as waste gas are listed as Toxic Release Inventory (TRI); volatile organic compounds (VOC); and benzene, toluene, ethylbenzene, and xylenes (BTEX). Destruction needs to comply with governmental regulations for combustion air requirement(s) of 20 % additional air and a combustion chamber(s) temperature(s) of no less than 1400F (760C) that also allows adequate residence time at said temperature to achieve 99.9 % destruction of waste gases. 1.3 Typical reporting requirements demonstrating compliance is for emissions from the combusted waste gas stream measured at the combustion tube exhaust. The temperature being reported shall have an accuracy of 0.75 % of the temperature being measured. 1.4 Units--The values stated in SI are to be regarded as the standard. Values stated in parenthesis for combustion flow rate, calorific heating value, and temperatures are in non-standard SI units as they are standard units of measure in many United States based applications. 1.5 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use. 1.6 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Chemical, Petro Chemical, Refinery, Plastics and Natural Gas companies will have measurement systems and pressurized equipment that vent Fugitive Emissions and current EPA, TCEQ and AQMD have requirements to mitigate the release and specifically destruction of these emissions by Thermal Oxidizer or Catalyst. The Thermal Oxidizer or Catalyst are required by EPA, TCEQ and SCAQMD to meet the combustion temperature minimum and combustion air ratio to reach 99.9% efficiency and report the combustion temperature.
