John R. Hubbling, manager of Laboratory Services at the Metropolitan Council Environmental Services in St. Paul, Minn., has received the ASTM International Award of Merit and title of fellow from Committee D19 on Water. The Award of Merit is the highest organizational recognition for individual contributions to ASTM standards activities.

A member of ASTM International and Committee D19 since 1975, Hubbling serves as chairman of Subcommittee D19.02 on Quality Systems, Specifications and Statistics. The committee recognized his contributions with the Max Hecht Award in 2003 and a D19 Certificate of Appreciation in 2007. He also works on Committees D34 on Waste Management and E11 on Quality and Statistics.

Hubbling has been with Metropolitan Council Environmental Services for more than 40 years, starting as an environmental scientist in 1971. He became assistant laboratory manager in 1982 and assumed his current role in 2004. His work focuses on environmental analytical chemistry, particularly laboratory data systems and quality assurance.

Hubbling is a graduate of Augsburg College, Minneapolis, Minn., where he received a bachelor’s degree in chemistry.
